What heat pump rebates can I get in Bellingham?
The live Bellingham stack: PSE $1,500 or $2,400 conversion, weatherization instant rebates, Community Energy Challenge up to $2,000, Daikin instant rebates.
The short answer
The main one is PSE’s electric-resistance to heat pump conversion rebate: $1,500, or $2,400 with Efficiency Boost, if your current heat is baseboard, wall heaters, an electric furnace or radiant cable. Weatherization rebates, the Community Energy Challenge and Daikin instant rebates can stack on top. There is no federal credit for a 2026 install.
The core rebate and who it is written for
PSE pays $1,500 to convert electric resistance heat to an air-source heat pump, ducted or ductless, and $2,400 through Efficiency Boost for income-qualified households. PSE has said roughly half of its customers qualify for Boost, so it is worth asking rather than assuming. The catch is the existing-heat condition: if you already have a heat pump serving the main living area, this rebate is not yours.
What stacks with it
PSE weatherization pays as an instant rebate. Attic insulation is $1.75 per square foot up to $3,500, wall and floor $2.50 per square foot up to $5,000, and air sealing $0.20 per square foot. The Community Energy Challenge, run by Sustainable Connections with the Opportunity Council, offers up to $2,000 toward ductless for moderate-income households in homes built before 1990. Daikin ductless instant rebates of $450 to $750 require purchase by 2026-09-30 and install by 2026-10-31.
What we cannot promise about the paperwork
PSE requires the installing contractor to be in its network for the heat pump rebates, and our status in that network is not something we will overstate to win a job. Ask us to confirm it for your project before you count on the rebate. Whether the $300 to $600 midstream equipment discount stacks with the $1,500 conversion rebate is also unconfirmed, so we do not put both in the same total.
What does not apply in Bellingham
Federal §25C and §25D are gone for property placed in service after 2025-12-31. PSE’s hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require PSE natural gas service, which Bellingham does not have because Cascade Natural Gas is the gas utility here. And there is no Washington sales-tax exemption on heat pumps.
