Every heat pump rebate a Bellingham homeowner can actually get in 2026
No rebate finder, no "up to $10,000" teaser. 18 programs, what each one pays, who has to file it, and which 4 are unreachable or conditional from a Bellingham address.
- PSE electric-resistance conversion: $1,500 — $2,400 with PSE Efficiency Boost for income-qualified households.
- Community Energy Challenge: Up to $2,000 more for moderate-income households
- Federal §25C and §25D: $0 for anything placed in service in 2026
- WA L&I #BELLIHC808NM Active registration — verify it with the state
- $30,000 bonded Surety bond on file with L&I
- $1,000,000 insured General liability coverage
- Local since 2020 Owner-operated in Whatcom County
- We pull the permit City of Bellingham or Whatcom County, and we meet the inspector

Which utility supplies you decides which rebates exist
Nearly every rebate below is a utility program, and utilities are drawn by territory rather than by city limits. Bellingham's are split.
Electricity
Puget Sound Energy
PSE supplies electricity to all of Whatcom County.
Natural gas
Cascade Natural Gas
Cascade Natural Gas — not PSE — is the natural gas utility in Bellingham, which is why PSE’s gas-side heat pump rebates do not reach Bellingham homes.
So two PSE rebates cannot reach you
PSE's hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require the household to be a PSE natural gas customer. PSE sells no natural gas in Bellingham, so neither one is claimable here no matter how the house is heated. A gas-heated Bellingham home currently has no PSE gas-to-heat-pump conversion rebate at all.
Where the money is instead: PSE's electric-resistance conversion rebate, which is an electric program and applies to every PSE electric customer in the county. See the requirements →

The largest totals on this page are here, and the limits are higher than most people assume. PSE says roughly half its customers qualify for Efficiency Boost. The Community Energy Challenge publishes its threshold outright: Gross household income at or below the published Whatcom AMI limits — 80% AMI is $66,750 for one person, $95,350 for four (2026–2027 guidelines). It is worth ten minutes to check before deciding you are out.

Published, advertised, and in each of these cases either geographically unreachable or conditional enough that it does not belong in a total. We list them so nobody budgets around one:
- Hybrid Heat Pump Rebate — requires PSE gas service, which does not exist here.
- Midstream HVAC Equipment Discount — the amount is verified, but whether it stacks on top of the $1,500 conversion rebate is not.
- Smart Thermostat Rebate — needs a single-thermostat central system, which a multi-zone ductless mini split generally is not.
- Cascade Natural Gas Residential Rebates — real, and Cascade is Bellingham's gas utility, but the current amounts are not published in a form we can verify, so we print none.

Midstream HVAC Equipment Discount
Puget Sound Energy (with ICF)
$300–$600
Available nowTier 1 $300 (SEER2 ≥15.2 / HSPF2 ≥8.1, retrofit only) · Tier 2 $400 (SEER2 ≥15.2 / HSPF2 ≥8.5) · Tier 3 $600 (SEER2 ≥16 / HSPF2 ≥9.5).
Bellingham note: Whether this discount can be combined with the $1,500 conversion rebate is unconfirmed: PSE’s conversion page says its rebate "cannot be combined with any other rebates except where noted", while PSE’s heating hub tells customers to ask their contractor. We quote it separately and confirm with a PSE Energy Advisor before counting it toward your total.

Smart Thermostat Rebate
Puget Sound Energy
$75
Available now$175 with Efficiency Boost.
Bellingham note: This rebate requires a single-thermostat centralized system. A multi-zone ductless mini split controlled by handsets generally is not one, so do not assume it applies to a ductless project — confirm the specific model against PSE’s list first.

Hybrid Heat Pump Rebate
Puget Sound Energy
$1,500
Check first$2,400 with Efficiency Boost — but not reachable from a Bellingham address.
Bellingham note: Unavailable in Bellingham. This rebate requires PSE natural gas service, and Bellingham’s gas utility is Cascade Natural Gas. PSE supplies electricity to all of Whatcom County but no natural gas, so a gas-heated Bellingham home currently has no PSE gas-to-heat-pump conversion rebate at all.

Cascade Natural Gas Residential Rebates

Amounts not published in a verifiable form
Check firstCascade’s rebate pages block automated retrieval and the current offerings PDF renders without its amount table. Figures circulating online (tankless $700, insulation $2.00/sq ft, duct sealing $500) come from a 2024 document and are treated as stale.
Bellingham note: We list this program because Cascade is Bellingham’s gas utility, but we will not print dollar amounts we could not verify. Confirm current figures with Cascade directly.

What it adds up to
Two worked stacks, with the unverified lines left out of the total
Both are ductless mini split conversions in Bellingham. Neither total includes a federal credit, because that line is $0.
Scenario A
Standard income, baseboard-heated 1970s Bellingham home
Fully ductless Daikin system, single- or multi-zone, replacing electric baseboard.
- Daikin ductless instant rebate
- $450–$750
- Federal §25C
- $0
- Conservative total
- $2,000
Not in that total: PSE's midstream distributor discount, up to $600 on a Tier 3 system. Whether it stacks with the $1,500 conversion rebate is unconfirmed — PSE's own pages disagree. We quote it separately and confirm with a PSE Energy Advisor rather than promising it.
Scenario B
Income-qualified, pre-1990 home, routed through the CEC
Same ductless conversion, but the project starts with a Community Energy Challenge audit and income pre-qualification instead of starting with us.
- Community Energy Challenge, ductless
- up to $2,000
- Federal §25C
- $0
- Verified floor
- $4,400
On top of that, project-dependent: CEC weatherization incentives averaging around 45% of the weatherization cost, PSE's weatherization instant rebates, the Daikin rebate, and a state HEAR amount set by the local administrator rather than published. We do not add unpublished amounts into a total.
Neither column includes a Washington sales-tax exemption on heat pumps, because there is not one. The "10% WA heat pump sales tax exemption" circulating online matches no statute or Department of Revenue guidance we could find, so we treat it as false.
PSE heat pump rebates are contractor-gated. Ask before you assume.
Every PSE heat pump rebate on this page carries the same condition: the work has to be done by a contractor inside PSE's network — a Trade Ally or a Recommended Energy Professional. PSE will not pay the rebate for DIY work, and it will not pay it for an out-of-network contractor, however good the installation is. The same is true of PSE's weatherization rebates, which are paid as an instant discount off a Trade Ally invoice rather than mailed to you.
A rebate is a property of your project, not just of your house. Ask us to confirm network status for your specific project before you count on the money. If the answer is no for the route you want, we will say so early enough for you to decide differently. We will not print a number on a quote that PSE has not agreed to pay.
The programs that are not contractor-gated are worth knowing for the same reason. The heat pump water heater rebate and the smart thermostat rebate are filed by you; the Community Energy Challenge, Opportunity Council and HEAR programs are run by their administrators and start with them, not with a contractor.
Deadlines that actually expire
Most of these programs have no end date. These four do, and three of them start a clock on the day of your install or purchase.
| Program | Amount | Deadline | Who files |
|---|---|---|---|
| Heat Pump Water Heater Rebate Puget Sound Energy | $1,000 | No published end date — apply within 30 days of installation | You do |
| Cascade Natural Gas Residential Rebates Cascade Natural Gas Corporation | Amounts not published in a verifiable form | Apply within 90 days of installation | You do |
| Smart Thermostat Rebate Puget Sound Energy | $75 | Install and connect by December 31, 2026 | You do |
| Daikin Instant Rebates — ductless Daikin (administered by EGIA) | $450–$750 | Purchase by September 30, 2026; install by October 31, 2026 | Handled at point of sale |
The two that catch people out are the water heater and the thermostat. A heat pump water heater rebate has to be filed within 30 days of installation — the clock starts the day the tank is running, not the day you get around to the paperwork. A smart thermostat has to be filed within 60 days of purchase and installed and connected by December 31, 2026. Cascade Natural Gas gives you 90 days from installation. Daikin's ductless rebate is a seasonal promotion: purchased by September 30, 2026 and installed by October 31, 2026. We hand you the completed paperwork with the invoice on the homeowner-filed ones so the date is not a surprise.
Find out what you qualify for
Tell us how the house is heated now and roughly what you are considering. We will come back with the programs that apply to your address, what each pays, and what has to happen in what order.
How we check these numbers
Every program above was read on its administrator's own page, and each card carries the date we checked it and a link to the source. Amounts, tiers and deadlines change without notice, particularly the manufacturer promotions. If you are reading this well after 2026-09-04, call and we will re-check the specific program you are counting on before you sign anything.
What we will not do is publish a figure we cannot source. That is why Cascade Natural Gas Residential Rebates shows no dollar amounts, why the state HEAR entry shows administrator awards rather than a per-household number, and why the Midstream HVAC Equipment Discount card says the stacking question is open.
