Why doesn’t PSE have a gas-to-heat-pump rebate in Bellingham?
Because Cascade Natural Gas is Bellingham’s gas utility, not PSE. PSE’s hybrid and fuel-switching rebates require PSE gas service, so a gas-heated Bellingham home gets neither.
The short answer
Because PSE is not Bellingham’s gas utility. Cascade Natural Gas is. PSE’s hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate are funded on the gas side of PSE’s business and require PSE natural gas service. A gas-heated Bellingham household is not eligible for either one.
Two utilities, one address
PSE is the electric utility for all of Whatcom County, which is why the electric-resistance conversion rebate is available here. Bellingham’s natural gas comes from Cascade Natural Gas. Rebate programs are funded through utility tariffs, so a gas-side program pays only for the gas customers who funded it, and your PSE electric account does not make you a PSE gas customer.
What this actually costs a gas-heated household
The hybrid heat pump rebate is published at $1,500 or $2,400, and the moderate-income fuel-switching rebate at $4,000. Both are unavailable at a Bellingham address on Cascade gas. That is a meaningful gap between what a homeowner reads on a statewide rebate roundup and what they can actually claim, and it is the single most common rebate mistake we see here.
What is left if you heat with gas
The electric-side programs that do not care about your gas service still apply: PSE weatherization instant rebates, the PSE smart thermostat rebate, and the midstream equipment discount of $300 to $600 passed through the distributor. Cascade Natural Gas also runs its own rebate programs on gas equipment, which is a different conversation from converting away from gas. Adding a heat pump for cooling and shoulder-season efficiency is still a reasonable move; it is just not a rebated one.
Check your own address before you plan around this
Utility territory does not follow city boundaries neatly, and parts of Whatcom County have no gas main at all, which puts them on propane or oil instead. Look at your actual gas bill and see whose name is on it. If it says Cascade, treat every PSE gas-side rebate you read about as not applicable to you.
