The housing in Lummi Island

Lummi Island housing is waterfront and hillside: 1950s–70s beach cabins along Legoe Bay and Nugent Road that were converted to year-round use, 1990s–2000s custom homes up the Scenic Estates hillside, and farm remnants on the north end. Almost nothing is ducted, and electric baseboard plus a wood stove is the standard arrangement, sometimes with propane delivered by truck. With no gas service and no quick parts run available, equipment here should be specified for reliability rather than for the lowest bid.

The climate here

The island is marine to the core — mild by the numbers, and we use Bellingham’s 19°F as the nearest station — but it is exposed on every side and takes spray from Hale Passage and the Strait of Georgia. Corrosion protection is the highest-value option on this island; one industry source attributes two to four years of lost equipment life to unprotected coastal exposure. Wind is the other factor, and it usually argues for a sheltered wall rather than the west-facing corner with the view.

Washington's energy code puts Lummi Island's outdoor heating design temperature at 19°F (taken from the nearest code station, Bellingham 2 N). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Lummi Island install different

Every visit rides the Whatcom Chief ferry from Gooseberry Point, and that shapes the whole job: sailing times bracket the working day, the van and its load cross together, and a forgotten fitting costs a sailing rather than twenty minutes. We plan island installs as complete-material single trips and say so in the quote. The permit is Whatcom County’s, and most properties are on a well or a small community water system, which matters for heat pump water heater and filtration work.

Utilities, and what they mean for your rebate

Lummi Island is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. There is no natural gas service to most of Lummi Island: None — propane, oil or all-electric. Homes here run on propane, oil, wood or electric resistance heat. If yours has baseboard heaters, wall heaters, an electric furnace or radiant ceiling cable, you are looking at the largest rebate available in this county — $1,500 from PSE, or $2,400 if your household income-qualifies.

Permits in Lummi Island

Mechanical permits for Lummi Island go through Whatcom County Planning & Development Services using its Whatcom County Permit Center application, online or in person. We file it under our Washington contractor registration and we meet the inspector. One trap worth naming: plenty of properties with a "Bellingham" mailing address are physically in unincorporated Whatcom County, and the City says so on its own permit page. The parcel decides the jurisdiction.
