The housing in Deming

Deming is the gateway to the upper Nooksack valley, with 1950s–80s valley-floor houses, a substantial number of manufactured homes, and rural properties strung along the Mount Baker Highway and Mosquito Lake Road. Oil furnaces and wood stoves are still working here and propane covers most of the rest; more than a few homes have a wood stove doing the real heating and an electric furnace nobody can afford to run. Detached shops and equipment barns come up in almost every conversation.

The climate here

Deming has no code table entry, and we size it conservatively to Glacier RS at 13°F because it belongs to the foothills corridor rather than the marine shoreline. Cold air drains down the North Fork valley and settles on the valley floor, so overnight lows here undercut Bellingham’s regularly. Snow that turns to rain in town accumulates out here, and that decides how high the outdoor unit gets mounted.

Washington's energy code puts Deming's outdoor heating design temperature at 13°F (taken from the nearest code station, Glacier RS). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Deming install different

Deming is unincorporated Whatcom County, permitted through the county Permit Center. There is no natural gas main, so an oil-to-heat-pump project also has to deal with the existing tank — its condition, its location, and whether the line is still charged. Long driveways, well pumps and 1970s panels on rural service mean the electrical scope deserves its own look from a licensed electrical contractor before anyone promises a two-day install.

Utilities, and what they mean for your rebate

Deming is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. There is no natural gas service to most of Deming: None — propane, oil or all-electric. Homes here run on propane, oil, wood or electric resistance heat. If yours has baseboard heaters, wall heaters, an electric furnace or radiant ceiling cable, you are looking at the largest rebate available in this county — $1,500 from PSE, or $2,400 if your household income-qualifies.

Permits in Deming

Mechanical permits for Deming go through Whatcom County Planning & Development Services using its Whatcom County Permit Center application, online or in person. We file it under our Washington contractor registration and we meet the inspector. One trap worth naming: plenty of properties with a "Bellingham" mailing address are physically in unincorporated Whatcom County, and the City says so on its own permit page. The parcel decides the jurisdiction.
