The housing in Everson

Everson is a small farm town: a few blocks of 1920s–50s houses near Main Street, then 1990s onward site-built and manufactured homes spreading toward Goshen and Nugents Corner. Gas furnaces exist in town on the Cascade main, but out on the county roads propane, oil and electric furnaces are all common, and dairy outbuildings run on whatever could be bolted on. Shops, ADUs and above-garage spaces make up a large share of the ductless requests here.

The climate here

Everson is not in the code table, so Blaine’s 17°F is the nearest listed station and the number we size to for inland north-county work. The Nooksack has flooded this town repeatedly, and that history sets install rules more firmly than the temperature does — anything with a compressor near the river belongs on a raised pad or a wall bracket. Flat open farmland means wind-driven rain and blowing snow reach the outdoor unit from every direction.

Washington's energy code puts Everson's outdoor heating design temperature at 17°F (taken from the nearest code station, Blaine). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Everson install different

The mechanical permit inside Everson is issued by the city’s own Building Department at City Hall. Everson directs electrical permits and inspections to Washington L&I, and the electrical work itself is performed by a licensed electrical contractor — worth knowing before a homeowner assumes one permit covers everything. Outside the city line the same road can fall under Whatcom County, so we confirm jurisdiction from the parcel rather than the mailing address, and most of those parcels are on well water.

Utilities, and what they mean for your rebate

Everson is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. Natural gas comes from Cascade Natural Gas, not PSE. PSE's hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require PSE natural gas service, which does not exist anywhere in Whatcom County. So a gas-heated Everson home currently has no PSE gas-to-heat-pump rebate at all. It can still add cooling and shoulder-season efficiency with a heat pump — it just does not come with that particular cheque.

Permits in Everson

Mechanical permits for Everson go through City of Everson Building Department using its Permit application to the city Building Official at Everson City Hall. We file it under our Washington contractor registration and we meet the inspector. One trap worth naming: plenty of properties with a "Bellingham" mailing address are physically in unincorporated Whatcom County, and the City says so on its own permit page. The parcel decides the jurisdiction.

Nearby

We cover Downtown Everson, Goshen, Nugents Corner, Laurel, the Badger Road corridor on the same runs. If you are near Riverside Park, Nooksack Valley High School, the Main Street bridge over the Nooksack, we know the roads.

$2,400 with Efficiency Boost — but not reachable from a Bellingham address.

Bellingham note: Unavailable in Bellingham. This rebate requires PSE natural gas service, and Bellingham’s gas utility is Cascade Natural Gas. PSE supplies electricity to all of Whatcom County but no natural gas, so a gas-heated Bellingham home currently has no PSE gas-to-heat-pump conversion rebate at all.

Cascade’s rebate pages block automated retrieval and the current offerings PDF renders without its amount table. Figures circulating online (tankless $700, insulation $2.00/sq ft, duct sealing $500) come from a 2024 document and are treated as stale.

Bellingham note: We list this program because Cascade is Bellingham’s gas utility, but we will not print dollar amounts we could not verify. Confirm current figures with Cascade directly.
