The housing in Mount Vernon

Mount Vernon has a genuine old downtown — 1900–1930 houses on the hill above the riverwalk — with 1950s–70s ranchers spreading east toward Little Mountain and newer subdivisions along the College Way and Blackburn corridors. Gas furnaces are common in the platted areas, and the older hillside homes frequently have a furnace that was converted off oil at some point. The Skagit floodplain is a live constraint downtown, where flood elevation dictates where mechanical equipment can sit.

The climate here

Mount Vernon is not itself in the code table, so we size to Burlington at 19°F: four miles north, same valley floor. The Skagit valley is flatter, more open and hotter in summer than Bellingham, so cooling load here is a real number rather than a courtesy — Burlington’s cooling design temperature is 77°F. Winter fog settles on the valley for days at a time and keeps outdoor coils wet, which is a defrost consideration.

Washington's energy code puts Mount Vernon's outdoor heating design temperature at 19°F (taken from the nearest code station, Burlington). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Mount Vernon install different

Mount Vernon issues its own permits through the city’s SmartGov portal; addresses outside the city line fall to Skagit County Planning & Development Services on Continental Place, and the two review paths are not interchangeable. Mount Vernon is about a half hour south of the shop, so we schedule Skagit work in blocks rather than one call at a time. Homes in the flood-prone downtown blocks need the outdoor unit and any air handler placed with the flood elevation in mind.

Utilities, and what they mean for your rebate

Mount Vernon is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. Natural gas comes from Cascade Natural Gas, not PSE. PSE's hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require PSE natural gas service, which does not exist anywhere in Whatcom County. So a gas-heated Mount Vernon home currently has no PSE gas-to-heat-pump rebate at all. It can still add cooling and shoulder-season efficiency with a heat pump — it just does not come with that particular cheque.

$2,400 with Efficiency Boost — but not reachable from a Bellingham address.

Bellingham note: Unavailable in Bellingham. This rebate requires PSE natural gas service, and Bellingham’s gas utility is Cascade Natural Gas. PSE supplies electricity to all of Whatcom County but no natural gas, so a gas-heated Bellingham home currently has no PSE gas-to-heat-pump conversion rebate at all.

Cascade’s rebate pages block automated retrieval and the current offerings PDF renders without its amount table. Figures circulating online (tankless $700, insulation $2.00/sq ft, duct sealing $500) come from a 2024 document and are treated as stale.

Bellingham note: We list this program because Cascade is Bellingham’s gas utility, but we will not print dollar amounts we could not verify. Confirm current figures with Cascade directly.
