The housing in Sedro-Woolley

Sedro-Woolley is a mill and logging town and the housing shows the era: 1900–1940 frame houses on the grid around Metcalf Street, post-war ranchers filling the blocks outward, and rural acreage toward Cook Road and Lyman. Older homes here have deep crawlspaces, balloon framing and, often, an oil tank history; the outer parcels run on propane and wood. Cooling is rare in the existing stock, which is why replacement conversations increasingly start with a heat pump rather than another furnace.

The climate here

The code table lists Sedro Woolley 1 E at 19°F heating and 78°F cooling — identical to Bellingham on paper, but the setting is upriver rather than coastal. Cold air comes down the Skagit valley from the east, and outflow through the gorge can drop temperatures faster here than the marine shoreline ever sees. Summer heat builds inland, so the cooling side of a heat pump gets used more than a Bellingham owner would expect.

Washington's energy code puts Sedro-Woolley's outdoor heating design temperature at 19°F (taken from the nearest code station, Sedro Woolley 1 E). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Sedro-Woolley install different

City addresses permit through the Sedro-Woolley Building Department on Metcalf Street, which now accepts building applications through an online portal; rural addresses go to Skagit County. Old-house work here means real crawlspace access problems, knob-and-tube remnants and 60- to 100-amp services, so the electrical scope is confirmed with a licensed electrical contractor before we commit to equipment. It is a solid forty-minute run from Larrabee Ave, so we consolidate Sedro-Woolley visits rather than making two trips.

Utilities, and what they mean for your rebate

Sedro-Woolley is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. Natural gas comes from Cascade Natural Gas, not PSE. PSE's hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require PSE natural gas service, which does not exist anywhere in Whatcom County. So a gas-heated Sedro-Woolley home currently has no PSE gas-to-heat-pump rebate at all. It can still add cooling and shoulder-season efficiency with a heat pump — it just does not come with that particular cheque.

Permits in Sedro-Woolley

$2,400 with Efficiency Boost — but not reachable from a Bellingham address.

Bellingham note: Unavailable in Bellingham. This rebate requires PSE natural gas service, and Bellingham’s gas utility is Cascade Natural Gas. Cascade’s rebate pages block automated retrieval and the current offerings PDF renders without its amount table. Figures circulating online (tankless $700, insulation $2.00/sq ft, duct sealing $500) come from a 2024 document and are treated as stale.

Bellingham note: We list this program because Cascade is Bellingham’s gas utility, but we will not print dollar amounts we could not verify. Confirm current figures with Cascade directly.
