The housing in Ferndale

Ferndale grew fastest between the mid-1990s and the 2010s, so a large share of its housing is two-storey subdivision stock on slab-on-grade or shallow crawlspaces off Thornton, Church and Barrett roads. Those homes came with a gas furnace and ductwork already in place, which makes a ducted heat pump onto the existing air handler the common job rather than a ductless retrofit. The older Main Street and Star Park blocks are a different animal: small pre-war houses, some with an oil tank still in the yard.

The climate here

Ferndale sits close enough to the Bellingham 2 N station to size to its 19°F heating design temperature. The Nooksack flats hold cold air on clear winter nights, and fog off the delta lingers in the low ground around Hovander and Tennant Lake long after the hillsides have cleared. Damp, near-freezing, low-wind conditions are exactly where defrost cycling shows up, so coil clearance and the condensate path matter more here than headline HSPF2.

Washington's energy code puts Ferndale's outdoor heating design temperature at 19°F (taken from the nearest code station, Bellingham 2 N). Bellingham is 19°F and Sea-Tac is 24°F, so equipment picked off a Seattle-area rule of thumb is the wrong equipment for this address.

What makes a Ferndale install different

Ferndale runs its own permitting through the city’s SmartGov permit center, so an in-city address never goes to the county. On slab-on-grade homes there is no crawlspace to route a lineset or condensate drain through, which pushes the outdoor unit to an exterior wall near the mechanical closet and makes the wall penetration and pad location the real design decision. Ferndale has Cascade Natural Gas service, so a healthy gas furnace is often better kept as cold-snap backup than torn out.

Utilities, and what they mean for your rebate

Ferndale is inside Puget Sound Energy's electric territory — PSE serves every address in Whatcom County, which is what puts its heat pump rebates within reach. Natural gas comes from Cascade Natural Gas, not PSE. PSE's hybrid heat pump rebate and its $4,000 moderate-income fuel-switching rebate both require PSE natural gas service, which does not exist anywhere in Whatcom County. So a gas-heated Ferndale home currently has no PSE gas-to-heat-pump rebate at all. It can still add cooling and shoulder-season efficiency with a heat pump — it just does not come with that particular cheque.

Permits in Ferndale

Mechanical permits for Ferndale go through City of Ferndale Building Division using its SmartGov online permit center. We file it under our Washington contractor registration and we meet the inspector. One trap worth naming: plenty of properties with a "Bellingham" mailing address are physically in unincorporated Whatcom County, and the City says so on its own permit page. The parcel decides the jurisdiction.

We cover Downtown Ferndale, Thornton Road, Church Road, Barrett Road, Malloy Road, Grandview on the same runs. If you are near Pioneer Park, Hovander Homestead Park, Tennant Lake, we know the roads.

    Puget Sound Energy

    $1,500

$2,400 with Efficiency Boost — but not reachable from a Bellingham address.

Bellingham note: Unavailable in Bellingham. This rebate requires PSE natural gas service, and Bellingham’s gas utility is Cascade Natural Gas. PSE supplies electricity to all of Whatcom County but no natural gas, so a gas-heated Bellingham home currently has no PSE gas-to-heat-pump conversion rebate at all.

Cascade’s rebate pages block automated retrieval and the current offerings PDF renders without its amount table. Figures circulating online (tankless $700, insulation $2.00/sq ft, duct sealing $500) come from a 2024 document and are treated as stale.

Bellingham note: We list this program because Cascade is Bellingham’s gas utility, but we will not print dollar amounts we could not verify. Confirm current figures with Cascade directly.
